Do I add the state code letters too (KL, TN, MH, etc.)?

Yes—if you want the full plate vibration, include all letters present on the plate, including the state code and series letters.

What about 0? Does it have a value?

For plate totals, 0 is usually ignored while summing. It can still matter visually as a “pattern”, but it does not add to the numeric total.

Why does 18 reduce to 9 (not 0)?

Because this method uses the 9-as-root convention. Any multiple of 9 reduces to 9.
